Mouse doesn't scroll down on page

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Example URL: All Steps to reproduce the problem: 1. 2. 3. What is the expected behavior? Not scrolling What went wrong? When opening any sort of web page that requires scrolling DOWN, the mouse itself does not scroll down but it does scrolls up. This is not a hardware problem, I've checked it dozen times. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 61.0.3163.100 Channel: stable OS Version: 10.0 Flash Version: 27.0.0.130 I think there is a setting, a box in Chrome settings which will allow normal mouse behavior on every web page, but I am not sure which setting it is.

I am sorry I did not provide you with that info. For instance, when I open a game let's say (don't tell anyone) Forge of Empires it requires a lot scrolling and moving around. The mouse works perfectly but when it comes to sites with content, YouTube or other services the mouse does not scroll even when I get to Settings Menu on Chrome, it does not allow me to scroll down to see the options. It happens on sites with content where it requires up and down movements even when I open Wikipedia or Yahoo News or anything. Do you understand me? And in incognito mode it works fine, do you think it is because of some option/extension that is causing the problem?
