Tried checking, copying and pasting from notepad to chrome browser and from chrome browser to browser, could not find any issues in it.Tested on windows7 with chrome version 61.0.3163.100

@Reporter: Could you please provide the chrome version in which you are facing the issue. It would be highly helpful if you tell from where you are trying to copy and paste, i.e., notepad to browser or browser to browser.

Unable to Reproduce the issue on the reported chrome version 61.0.3163.100, Windows 10, checked copying and pasting from chrome to chrome as mentioned.

@Reporter: Could you please mention the Windows OS version where the issue is seen and could you give the feeb-back by
 checking in incognito mode and in new user profile.

Does the problem manifest for you in Canary builds? (Chrome 63)

Are you attempting to copy from the URL bar, or from web content?

If you copy in Chrome are you able to paste into notepad? If you copy in Notepad are you able to paste in Chrome?

Are you able to select text in Chrome?

Does it affect all web sites equally?

Are you using keyboard shortcuts (Ctrl+C, Ctrl+V), right-click menu, or Chrome menu?

Interestingly, unable to repro this at all on Windows-10, Windows-7, stable version: 61.0.3163.100. Copy paste from Notepad to Chrome and Chrome to Notepad works fine for me.

Requesting jsbell@ or someone from the respective team to take a look into this and help in further debugging.

-Copy paste Notepat to Chrome - work fine for me.

-Copy paste Chrome to notepad(or tab1 chrome to tab2 chrome) is not working.  The last copy ramain the same. 
Exemple:  If the last copy is the word "music", every time i try to copy/paste another text, the result after paste will be the same word - music.

Also ...To work again copy/ paste, I need to close the Chrome from Task manager-> all process.

garykac@, pwnall@ - any ideas for further questions to ask? I'm stumped.

It sounds like copying spontaneously starts failing; I'm unfamiliar with the API implementations enough to know what likely triggers would be.

+dcheng@ since he's more familiar with the current implementation.

Is this only being reported on M61?  Do we have any reports of this happening in M60?

I️ restarted my computer and I️t started to work again.

At a larger level, this is either:

1. A bug in Chrome.
2. A bug in Windows.

Since we can't reproduce the issue at all, it's almost impossible for us to figure out what is happening.

One thing that could help is doing the following:

1. Restart chrome
2. Wait until the problem happens
3. Attach (or email me) the page at about://histograms (reload it a couple times to make sure it has all data).

This could show us any errors that are happening and give us some clues.

This bug has been needs-feedback and no repro for >30 days, so we can't be sure what's happening and will mark it Wont-Fix. Please feel free to provide repro if you'd like us to look into this further.
