Tooltips scaled incorrectly on second monitor with different DPI scaling

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.29 Safari/537.36 Steps to reproduce the problem: 1. Set primary monitor to 200% scaling 2. Set second monitor to 100% scaling 3. Move Chrome window to second monitor 4. Hover mouse on any UI elements that shows tooltips (e.g. menu buttons, bookmarks, extension icons) What is the expected behavior? Tooltip is scaled normally (100%) What went wrong? Tooltip is scaled by 200% Did this work before? N/A Chrome version: 62.0.3202.29 Channel: beta OS Version: 10.0 Flash Version:

@ Comment 3: Seems right. The issue is that tooltips are always using the DPI scaling from the primary monitor instead of the monitor it is shown on.
