Wrong cursor pos in browserAction popup on second monitor with different DPI scaling

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.29 Safari/537.36

Steps to reproduce the problem:
1. Set primary monitor to 200% scaling
2. Set second monitor to 100% scaling
3. Move Chrome window to second monitor
4. Open browserAction popup of any extensions
5. Try to hover on elements

What is the expected behavior?
The correct element under cursor position is highlighted

What went wrong?
The relative cursor hover position inside the popup is offset by 2x.

This issue is similar to   Issue 768848  , hence merging into it.

Status: Available (was: Duplicate)
From the screenshot, it doesn't appear to be using the tooltips system, so I don't think this is the same root cause
Looks like this is fixed on 64.0.3282.140
