seems switch "use hardware accelleration if possible" does not work

Issue description

UserAgent: Mozilla/5.0 (X11; Linux i686) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/60.0.3112.113 Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. hardware accelleration off (on pc where no accelleration possible)
2. use google maps
3. moving within the card is not possible any more

What is the expected behavior?
Use older PC / netbook with no hardware accelleration for screen. Seems that switch "use hardwareaccelleration" can not be switched of. Not possible to use google mapswith this version. using therefore 60.0.3112.113 ubuntu which works perfectly. Version 61.0.3163.79 ubuntu works well on mycomputers that can use hardware accelleration. 

What went wrong?
Cannot use google maps with 61.0.3163.79 on computers without Hardware accelleration, though switched off.

Unable to check the issue as my current display driver is not allowing me to change the settings.
Could someone from inhouse team help in further triaging it.

Is this something that is still true with a more recent chrome? If so, could you attach the contents of about:gpu?
