Non-Regression : Weird behavior is seen on clicking 'Flip camera image horizontally' icon for captured Photo in 'Create Supervised User' overlay

Issue description

Chrome Version: 62.0.3202.31/9901.29.0 dev-channel Daisy,Reks and Candy
OS: Chrome

What steps will reproduce the problem?
1)In sign-out screen click on three dot Menu to 'Add supervised User'
(2)Click on 'Create Supervised User' -> Now  enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay
(3)Now at Profile pictures click on 'Take photo' option -> So that Camera screen is seen and click 'Take a photo' to capture -> Observe 'Flip camera image horizontally' icon for captured photo -> click on that Icon and observe weird behavior (Please refer Video)

Expected: On clicking 'Flip camera image horizontally' icon weird behavior should not be seen
Actual: Instead weird behavior is seen on clicking 'Flip camera image horizontally' icon 

This is Non-Regression issue seen from M-55

@reveman: Please confirm the issue

Note: Issue is seen on latest M-63 also

We're removing the 'Flip camera image horizontally' functionality for next release and will close this after that has been done. Camera will be flipped horizontally by default and I will make sure that works correctly for the Supervised User screen.
