Regression: Unwanted underline is seen below 'Sign in to chrome' link in bookmark overlay.

Issue descriptionChrome Version: 63.0.3223.8 Revision 47de836373a20038efd14f8c3a154326f8c9ddda-refs/branch-heads/3223@{#11}(64bit) OS: MAC(Touch Bar 10.13) What steps will reproduce the problem? (1) Launch chrome, open NTP and click on Star icon(bookmark overlay opened) (2) Observe underline below 'Sign in to chrome' link. Actual: Unwanted underline is seen below 'Sign in to chrome' link. Expected: No such a underline should seen below 'Sign in to chrome' link. This is a regression issue, broken in 'M-62' below is bisect info: Good Build: 62.0.3173.0 Bad Build: 62.0.3174.0 You are probably looking for a change made after 491059 (known good), but no later than 491060 (first known bad). I don't think this is a dupe of Issue 768327 based on the description. Seems like the wrong video got uploaded for "Actual" behavior.

Sorry about that - I watched the video and got focused on where I had seen that problem before without realizing the problem description didn't match the video. dbote@etouch.net - it seems like the link works OK in 62.0.3202.38? Are you still able to reproduce?

With respect to comment 5: Issue is still reproducible on latest canary 63.0.3236.0 that is underline is seen under 'Sign into chrome' link which is not seen on other Mac(10.12.6) Kindly check the video for the same.
