Regression : Unable to add long text in chrome://settings/editDictionary.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/editDictionary and type a long text in 'Add a new word' text field.
2. Now click on 'Add word' button and observe

Actual: Unable to add long text
Expected: Should be able to add long text

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3109.0
Bad build: 60.0.3110.0

Note : Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3109.0 (Revision: 474119).
Bad build: 60.0.3110.0 (Revision: 474499).

You are probably looking for a change made after 474420 (known good), but no lat
er than 474421 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
