Steps to reproduce the problem:
1. This is a web application and url cannot be shared due to confidentiality reason.

What is the expected behavior?
When the content is within the page size limit, it should be displayed without scroll bars.

What went wrong?
Additional scroll bars coming up making it difficult to view the details in the screen.

Did this work before? Yes Version 60

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Tested the behavior in Chrome Canary and it is working fine there. But not working in Chrome 61 and Chrome Beta.
