Cursor is not seen on URL text field of chrome://bookmarks page.

Chrome Version: 63.0.3223.8 Revision 47de836373a20038efd14f8c3a154326f8c9ddda-refs/branch-heads/3223@{#11}(32/64 bit)
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)
 
What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page.
(2) Click on 'Organize' icon and select 'Add new bookmark'(add new bookmark overlay opens) option. 
(3) Click on Save button of overlay and observe cursor.

Actual: Cursor is not seen on URL text field even if focus is there.

Expected: Cursor should seen on URL text field.

This is a non-regression issue, seen from M-59 series.
