What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://bookmarks/ and bookmark the page.
2. Now click on 'More actions' icon and delete the bookmark and immediately press 'Tab' key,observe undo button in toast message 

Actual: Undo button flickers in toast message after pressing tab key
Expected: Undo button should not flicker in toast message after pressing tab key

This is a non-regression issue, seen from M-61 series as 'Undo' button in toast message appears from build # 61.0.3124.0
