Bottom arrow icon of scroll bar is not working on overlay when Page zoom to 80% in md-settings

Chrome version : 63.0.3223.8 (Official Build) 47de836373a20038efd14f8c3a154326f8c9ddda-refs/branch-heads/3223@{#11} 32/64 bit
OS : Windows (7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/appearance and set ‘Page zoom’ to 80%
2. Now navigate to chrome://settings/content/cookies and click on Add button 
3. Observe the scroll bar on overlay

Actual: Bottom arrow icon of scroll bar is not working after clicking on it 
Expected: When click on Bottom arrow icon of scroll bar, the Top arrow icon of scroll bar should be enable

This is an Non-Regression issue seen from M-62 (i.e 62.0.3179.0 )

Note: Issue does not reproduce on Mac (Since Bottom and Top arrow icon of scroll bar are not present)
