Tooltip on menu icon appears chopped after resizing browser window and changing language in chrome://history/

Issue description

Chrome Version: 63.0.3223.8 (Official Build) 47de836373a20038efd14f8c3a154326f8c9ddda-refs/branch-heads/3223@{#11} 32/64 bit
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/manageLanguages page and select 'French' language from 'All languages' list.
(2)Go to 'Language' section, select 'Display google chrome' checkbox from 'French' drop-down list and click on 'RELAUNCH' button.
(3)Navigate to chrome://history/, Resize browser window from R.H.S and observe the tooltip.


Actual: Tooltip on menu icon appears chopped after resizing browser window and language.

Expected: Tooltip should be completely visible after resizing browser window and language.

This is a Non-regression issue seen from 'M55' series i.e 55.0.2868.0   


Note: Issue not seen on Mac & Linux OS.

This is not a localization bug. Its more on Engineering case. Unable to reproduce in a current UI.

Rechecked again as mentioned in comment#3 and issue is still reproducible on latest canary version 63.0.3233.0 (Official Build)

Still able to reproduce the issue on Win-10 using latest canary #64.0.3241.0.
Could anyone from UI>Browser team please have a look into the issue.

Since it is non regression issue as per C#0, marking it as Untriaged & removing Test Confirmation label as it is still reproducible on latest chrome versions.
