Regression : Unwanted glimpse of text is seen on reloading chrome://settings/autofill page.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/autofill and reload the page.observe

Actual: Unwanted glimpse of text is seen on reloading the page
Expected: Unwanted glimpse of text should not be seen on reloading the page

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3116.0
Bad build: 61.0.3117.0

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3116.0 (Revision: 475722).
Bad build: 61.0.3117.0 (Revision: 476123).

You are probably looking for a change made after 476059 (known good), but no lat
er than 476060 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The current behavior of not showing the landing-page before the subpage animation is the correct behavior.

The glimpse of text is the column headers, hiding themselves after realizing there's no data to show. We can try to flip the binding such that it doesn't initially get attached until we're sure there is data.
