Google translate extension pop-up location

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. install the google translate extension 
2. from extension setting sselect "Display icon that i can click to show pop-up"
3. open any webpage with language which is not set as your "My primary language"
4. select a text to be translated you will find the icon always appearing a little below the top of the page

What is the expected behavior?
icon next to selected text

What went wrong?
the location of the icon , also the location of pop-up translated text after clicking the icon.

Unable to reproduce this issue on MacOS 10.12.6 and Windows 7 using the latest Canary 63.0.3223.8 and latest Stable 61.0.3163.100 with the below steps.

1. Launched Chrome and added the 'Google Translate' extension to Chrome.
2. Selected the "Display icon that i can click to show pop-up" from the extension settings and saved it.
3. Opened a webpage in other language i.e. language which is not set as primary language in settings page.
4. Selected a word on the webpage and can observe that the Google translate pop-up is shown right above the selected word.

Please find the attached screen-shot for reference.

Request you to please retry the issue on a new chrome profile without any flags/extensions and update the thread if you see any issues.

Hi i have created a fresh profile called "Person1" and tried the same reproduced the issue i noticed that icon location is sometimes appearing in the correct location and sometimes not based on the selected text placeement on the webpage and the scroll bar location also.

attached 3 images one showing correct icon placement , and another two in the wrong place.

more info may help,

in my google translate settings i select Arabic as my primary language.
i have tested it on different windows machine which is Win7 and running chrome in arabic GUI an i got the same misplaced Icon.
