Site Settings Android has a blank entry for quota permission.

Chrome Version: 63.0.3219.0
OS: Android 6.0.1 Nexus 5

What steps will reproduce the problem?
(1) Navigate to https://permission.site
(2) Click 'Quota Management' and accept or deny the permission request.
(3) Click the lock icon next to the URL to open Page Info, then click 'Site Settings'

What is the expected result?
The 'quota management' permission is shown under 'Permissions'. Clicking on it should bring up a dialog to allow/block it.

What happens instead?
There's a blank space under 'Permissions'. Clicking on the blank space crashes Chrome. See attached screenshot.

Can't reproduce on trunk or dev. Looks like this may be an issue with https://chromium-review.googlesource.com/c/chromium/src/+/668338 (in progress). Back to patricialor@
