Middle Click Scrolling is Not Working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Press the middle mouse button
2. Move mouse up or down
3. Page does not scroll

What is the expected behavior?
Page scrolls as you move the mouse up or down

What went wrong?
The page does not scroll

Did this work before? Yes 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0

Unable to reproduce this issue on reported version 61.0.3163.100 and on latest canary 63.0.3223.8 uisng Windows 10 with steps mentioned below.

1.Navigated to wikipedia.com and mid clicked using mouse wheel.
2.Moved mouse up and down and able to scroll as expected.

@Reporter: Could you please check this on fresh profile which has no extensions and apps?
2. Could you let us know whether this is happening in other browsers as well?and also 
3 Could you check runnning the Hardware troubleshooter fixes the issue or not 
a. Press the ‘Windows + W’ key on the keyboard
b. Type troubleshooting in the search box and then press enter.
c. Click hardware and sound and run the hardware and device troubleshooter and let us know the update

Works for me as well with Chrome 61.0.3163.100 on Windows 10.

Do you have any additional accessibility software installed that could be conflicting with it?
Is it also possible you have some extensions installed that are conflicting? Please try in incognito mode.
Hi, thank you all. It was a combination of two extensions that went bad with the most recent Chrome update: Smooth scroll and Minimal Scrollbar. Thank you for the help, and I'm sorry for the incorrect report.

Able to reproduce this isse on reported version 61.0.3163.100 and on latest canary 63.0.3227.0 using Windows 10 by adding extensions given in comment#5. i.eUnable to scroll using mouse middle click.

You are probably looking for a change made after 481207 (known good), but no later than 481208 (first known bad).

It is likely the smooth scroll extension. I've reached out to the author to see if we can get it fixed.
