squawks, reef: video_VDAPerf fails with crowd1080_h264_frame_drop_rate != 0

Looks like roughly with 9964.0.0 video_VDAPerf.h264 started failing at first try on squawks due to crowd1080_h264_frame_drop_rate != 0. It looks like the failure also showed on reef with 9971 (no results between 9964 and 9971).

autotest: Remove drop frame constraints in video_VDAPerf

The drop frame constraints in video_VDAPerf aren't satisfied on many boards,
so video_VDAPerf has been reported as failed on them.
The constrains doesn't mean video_VDAPerf really fails and it is useless information.
