Device stuck at 'Syncing your preferences...' screen after profile picture selection

Google Chrome	61.0.3163.103 (Official Build) beta (64-bit)

Platform	9765.71.0 (Official Build) beta-channel samus

What steps will reproduce the problem?
(1) Device on sign-in screen
(2) Click Add user, enter email address and password and reach profile picture selection screen
(3) Click on camera icon, take photo and click OK
(4) Syncing your preferences... screen is displayed

What is the expected result?
Should successfully login after syncing preferences (usually takes about few seconds)

What happens instead?
Device stuck at 'Syncing your preferences...' screen forever. Also, camera light is still ON.

Only to way to come out of this state is to click on power button and sign-in screen is displayed.

Does not have a consistent repro.

Cannot repro in latest M61 beta with signed/unsigned image, on Samus.

Was able to repro once with a test image of the same version, but after reinstalling the same image (surprisingly) the issue disappears.

Removing RBS until we have a consistent repro.
