[ChromeVox] Some country codes are announced as whole word in Browser

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
STEPS TO REPRODUCE:
1. Launch Gmail or Hangout with Shared details of a Meeting with 'More numbers' link: (https://t.meet/pve-uxvw-avr
) 
2.  Open link in browser
3.  Swipe through the List of numbers
4. Listen to talkback announcement. 

OBSERVED RESULTS:
The Country code for countries like Sweden and Australia are announced as whole word like 'Se' and Au'

EXPECTED RESULTS:
Country code should be announced as separate letters as 'S' 'E' (for Sweden) and 'A' 'U' for Australia

Abbrevation pronounced as a whole word

Able to reproduce the issue on Ubuntu 14.04 and Windows 7 using chrome reported version #61.0.3163.100 and #63.0.3233.0

This is a Non-Regression issue as it is observed from M-55 chrome builds. 

Hence, marking it as Untriaged for further update from dev team.

We recommend using Chrome with a native screen reader such as JAWS or NVDA on Windows or ChromeVox on Chrome OS. Please let me know if you can reproduce this bug in one of those scenarios.
