Blink textarea clips underscores on last line.

On Ubuntu 14.04 trusty + Chrome 61.0.3163.100
(1) Enter this URL: data:text/html,<textarea>a_b%0Aa_b</textarea>
Expected: The underscore in the second line is visible.
Actual: The underscore in the second line is clipped. See attached.

I suspect the intended default size is to fit two lines of text.
It seems like the full descender height isn't taken into account.
Perhaps this is working as intended, I just thought it was odd.

DejaVu Sans Mono causes problems in many applications.

I'm not sure whether this is a font bug or not.  We need deep investigation.
