VR browsing is disabled on Samsung S8+ when display in default resolution

Project Member Reported by mthiesse@chromium.org, Sep 25 2017

Issue description

When you enter VR on the S8/S8+ in the default resolution, the phone goes through a density configuration change that breaks java UI. Normally this would be handled by recreating the activity, but we don't handle activity recreations well when entering VR. We can prevent the recreation, but then the java UI is all the wrong size.

See https://docs.google.com/document/d/1vbIGjyrUzTljHHkNHnIsQjliGQhgzAcIqHBdiRrMQkI/edit for discussion of possible solutions.

After discussion:

- No-op app button in WebVR for affected devices, so you can't end up in broken state on these devices.
- File a help article about affected devices.
- Circle back on implementing error state UI if these devices aren't fixed before wider browsing features are implemented in VR.

The app button behaviour was fixed. Gordon's other two points are addressed by issue 768513 and issue 768571. I'm just going to mark this bug as WontFix as it's not providing any value.
