Tab, address, and bookmark bars have gotten huge and can't been made smaller

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. Turn chromebook off 2. turn chromebook on 3. guve cry of dismay because 25% of screen is taken up by bars at the top What is the expected behavior? Turn chromebook off Turn chromebook on Get on with business What went wrong? Turned Chromebook on. Did this work before? Yes Just previous to current update.
