Focus stays on radio button after right clicking and closing context menu under on startup section.

Issue description

Chrome Version: 63.0.3223.0 (Official Build) 569732c0a96ec8d0c4c5df7f7012188696c7d37c-refs/heads/master@{#503964}(32/64-bit)
OS: Windows(7,8,10), Mac(10.12.6), Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings page 
(2)Right on any for e.g (continue where you... )option under 'On startup' section ,hit 'esc' key to close context menu
(3)Observe the focus on option.

Actual: Focus stays on radio button after right clicking and closing context menu under on startup section.

Expected: Focus should not stay on radio button once context menu is closed.

This is a Non-regression issue seen from 'M50' series i.e. 50.0.2638.0

Why? Please provide more context and re-open this bug. At first glance it seems that preserving focus is a better experience.
