Non-Regression:Wi-fi is shown as disabled and Not Connected,even if it is Connected in chrome://proxy-settings page

Issue description

Chrome Version:63.0.3222.0/9972.0.0 dev-channel Gnawty,Peppy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Launch Chrome and navigate to chrome://proxy-settings and Observe(please refer video)

Actual: Wi-fi is shown as disabled and Not Connected,even if it is Connected 
Expected:Instead,it should be shown as Connected and Enabled when Wi-fi is Connected

This is a Non-Regression issue seen from M-62 

Note: Issue is not seen in Windows,Linux OS

Status: WontFix (was: Assigned)
Navigating directly to chrome://proxy-settings is not supported. A change was made recently requiring configuration paramaeters to be passed to it fro the dialog that hosts it, so navigating directly may have worked in the past but does not now.
