Regression:Unwanted Horizontal Scrollbar is seen in gmail's Compose window

Issue description

Chrome version: 63.0.3223.0 569732c0a96ec8d0c4c5df7f7012188696c7d37c-refs/heads/master@{#503964}(32/64 bit)
OS: Windows(7,8,10), Mac(10.12.6), Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome and Sign-in in gmail.
2.Go to Compose mail and zoomin to 125% and observe.

Actual Result: Horizontal Scrollbar is seen in Compose window after zoom-in to 125%.
Expected Result: Horizontal Scrollbar should not be seen in Compose window after zoom-in to 125%.

This is Regression Issue broken in M-62 and and Using the per-revision bisect providing the bisect results,
Good Build: 62.0.3178.0(Revision:492240)
Bad Build: 62.0.3179.0(Revision:492477)

You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
