Keyboard focus highlight is not working with --enable-chromevox-arc-support

Issue description

Chrome Version: ToT
OS: Chrome

What steps will reproduce the problem?
(1) Go to accessibility section of settings.
(2) Enable focus highlight with keyboard focus.
(3) Open any Android window, and move focus with Tab key.

What is the expected result?
Keyboard focused element should be highlighted.

What happens instead?
Nothing happens.

Sorry, this was working. I've tested this with --enable-chromevox-arc-support. If the flag is enabled, we always returns ALL.

While this is an experimental flag, I don't think we always need to return ALL if the flag is enabled. We can return ALL when both the flag and spoken feedback are enabled. I'll prepare a CL. It should be easy.
