An Option to Hide Most Visited Tiles

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Giving an option to literally hide all the most visited tiles
2. Giving an option to customize the tiles as the user wishes. Ex. Sites he wants to add 
3. 

What is the expected behavior?
Many people including me like a clean homepage/newtab with just a Google search bar and no most-visited tiles

What went wrong?
The most visited tiles aren't most visited always and most of the times they are just "recently visited" tiles, which causes to show recently clicked ad sites & most importantly sites THE USER DON'T WANNA BE SHOWN ON THE HOMEPAGE OR CHROME://NEWTAB. 

Did this work before? Yes 61.0.3163.100 (Official Build)

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 27.0.0.130

The themes in the Chrome store don't look good always and slow down the browser.
* Every other appearance elements like Google logo, navigation square, search bar, profile picture are fine.

Okay.

*Customizing Chrome's default homepage(chrome://newtab)

*Environment: Windows/Mac/Linux/Chromium.

*Prerequisites: 1.The user already has chrome installed. 
2. The user is or isn't logged into Google.
3. He is on the homepage(Chrome's default)/newtab page.

*Assumption: The 2-rowed most visited(#most-visited) tiles have already appeared on the page.

*Procedure: 1. The user navigates to "Settings > Appearance". 
2. The NEW option switch "Show Most Visited Tiles" is ENABLED by default.
3. The User turns it off. 4. "Show Most Visited Tiles" is DISABLED by the user now.

*Expected result: The default homepage/newtab has no most visited tiles anymore. Page screenshot: https://pasteboard.co/GM2M1F2.png

*Actual result: As expected. 

*Status: The user is happy.

As per comment #2, it seems the user has requested for an option to enable/disable the option to hide the most visited tiles in chrome://settings page. Hence, considering this as a feature request, marking it as untriaged for further inputs from the dev team.

With the launch of Chrome version 69 earlier this month, tiles were replaced with icons for shortcuts that you can customize - including the ability to remove all of them, if you so choose.

I'm actually to mark this as Won't Fix since we already did exactly what the user asked in 2) in M69: users can now delete all the Most Visited tiles and/or replace them with shortcuts to sites that they prefer.
