Blue ring focus is not seen on first run bubble on MAC-Touchbar.

Chrome Version: 63.0.3223.0 (Official Build) 569732c0a96ec8d0c4c5df7f7012188696c7d37c-refs/heads/master@{#503964} (64-bit)

OS: MAC(Touchbar-10.13).

Steps to reproduce:
1. Freshly install and launch chrome, go to NTP.
2. Observe first run bubble.

Actual Result: Blue ring focus is not seen on change button.
Expected Result: Blue ring focus should be seen on change button.

This is Non-Regression Issue seen from M-45, build #45.0.2404.0

Note: The above issue is mac-touchbar specific.

This looks like a difference between having full keyboard access turned on or off. Can you confirm that you see this with full keyboard access on?

This doesn't repro with full keyboard access on. I'm just going to assume it's that. See  Issue 757354  and  Issue 467478  for instructions about how to enable full keyboard access - it's disabled by default on new OS installs.
