Mac computes visual overflow 1px less when negative letter-spacing is applied

Issue description

In cleaning up computing visual overflow for LayoutNG, a logically correct fix can compute 1px less when negative letter-spacing is applied, only on Mac.

This needs further investigation. Add 1px buffer for now.

Ceiling the width in SetLogicalWidthForTextRun() changes the result but doesn't help the cut-off.
