Goofy stucks in Loading page after changing test list.

ChromeOS Test Image Version: 9971.0.0

Steps to reproduce:
1. Build a factory toolkit without `main` test list.
2. Deploy the factory toolkit to a device with ChromeOS test image 9971.
3. Boot into ChromeOS factory UI and choose the generic test list.
4. Get stuck in Goofy loading page.

P.S. After rebooting, it can successfully get into goofy with chosen test list.

Goofy backend is stucked on the "start dptf" command.

Looks like switching test list on image 9971.0.0 have the problem, no matter whether there's a `main` test list or not.
