Fail to get an ended track which is added via the MediaStream constructor

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Access to https://w3c-test.org/mediacapture-streams/MediaStream-idl.https.html
2. When prompted, accept to share your video and audio stream.
3. Check the test result

What is the expected behavior?
An ended track gets added via the MediaStream constructor

What went wrong?
Fail to get an ended track which is added via the MediaStream constructor

Does this work in other browsers? N/A

Chrome version: 63.0.3221.0  Channel: canary
OS Version: 10
Flash Version: Shockwave Flash 27.0 r0

Same issue also happens on Linux Chrome dev 63.0.3218.0.
