Chrome->Content->cookie settings page doesn't work w/lots of cookies

Issue description
Chrome Version : 61.0.3163.100
OS Version: KDE NEON (ubuntu 16.04 under hood)
URLs (if applicable) : chrome://content/settings/cookies
Other browsers tested: N/A
Add OK or FAIL after other browsers where you have tested this issue:
Safari 5:
Firefox 4.x:
IE 7/8/9:
What steps will reproduce the problem?
1. Have an absolutely insane (without an ad blocker) number of cookies in chrome from browsing pages over the last month
2. try to open chrome settings to change cookie settings (to block third party cookies, maybe) (dot dot dot, settings, advanced, content settings, cookies page)
3. also please change the dot dot dot to something I can describe to someone else
What is the expected result?
list of cookies loads
What happens instead of that?
list of cookies never loads (in 5 minutes I waited), and settings on page regarding cookies cannot be interacted with. realistically, tab is dead, and closing it is the only option.
Please provide any additional information below. Attach a screenshot if
possible.
