VALID URL in address bar is redirecting to Google search instead of opening the site

Reported by safes...@gmail.com, Sep 24 2017

Issue description

Steps to reproduce the problem:
1. Type whois.com/whois/jiffy.com
in address bar and press enter
2. The page will load normally.
3. Now in the address bar
edit the already typed URL to
whois.com/whois/jiffycloud.com

Please do this by appeding 'cloud' word in previously typed URL

Now press enter.

4. The Google search page is loaded with search string as

whois.com/whois/jiffycloud.com

5. Here is the error.
The URL is perfectly formed but browser treat it as search string.

What is the expected behavior?
When I edit an URL that is already typed in address bar and press enter than new URL should take to desired site and not on Google search page.

What went wrong?
Well formed URL getting processed as search string, instead of loading original site, the browser gives me Google search result for that URL.

Did this work before? Yes My old chrome browser

Chrome version: 60.0.3112.116 Channel: n/a
OS Version: 4.1.2
Flash Version:

3.) Page will display who is record.

4.) Now in address bar edit the URL to

https://www.whois.com/whois/jiffycloud.com

Note: Please do above step by appending the word cloud to already present URL in the address bar.

5.) Press enter.

Issue is not site specific, happening for each url.

more e.g

type

1. eclub.in in address bar press enter.

2. site will be loaded.

3. now append a slash in front of existing url

eclub.in/

press enter

4. Error: instead of site, google search page is loaded.

This is happening since i have updated my chrome.

I have also stopped auto correct, auto space assistance for precaution but issue remains, mind you in my old stock android browser things works fine.

In query string following extra item is added whenever we edit the url in omnibox:

%E2%80%8E

As in
https://www.bing.com/search?q=%E2%80%8Ewww.joharsgroup.com%2Fsample-page%2F%2F%2F&PC=U316&FORM=CHROMN

it seems there is some non printing character getting appended at start of string.

Also the issue goes away if we delete the first characters of url and then edit the url, for e.g

1.) type joharsgroup.com

2.) site will redirect to www.joharsgroup.com

3.) now when we append / in front of typed url

www.joharsgroup.com/

we get redirected to search page

 but

if we delete 'www." in front of url and then append / the site loads fine.

also works fine we first delete 'www.' in the url and then manually retype again 'www." and then append /

Another e.g.

1.) type whois.com

2.) redirect to https://www.whois.com

3.) now if we append / in front of url and press enter, we get redirected to search page,

but if we delete https:// in front of url and then append / at end of url; the site loads fine..

its not a crippling bug, but a very annoying one.

I know the issue affects a very minor subset of users, I be more than happy to get the edit functionality back in my omnibox.

Could this be caused by
https://codereview.chromium.org/2806373003
?

I don't see much else in the blamelist that's plausible.

CCing the authors.

Other vague possibilities on blamelist that I spotted:
* https://codereview.chromium.org/2815833003 (definitely sounds like something that could be dependent on Android version)
* https://codereview.chromium.org/2816943003 (explicitly depends on Android OS version number, though I don't see how it's relevant)
