RadarScope (Android app) stops responding immediately after opening

Issue description

Chrome Version       : 61.0.3163.101 (Official Build) beta (32-bit)
URLs (if applicable) : N/A
Other browsers tested: N/A

What steps will reproduce the problem?
(1) Open RadarScope
(2) Attempt to click "Yes" or "No" on the terms and conditions OR attempt to click anywhere in the app
(3) App not responding window pops up with the option to Wait or Close App

What is the expected result?
Responsive app

What happens instead?
Immediately stops responding, cannot use the app at all

Please provide any additional information below. Attach a screenshot if
possible.
Informed the developer of this issue months ago but the App Not Responding feedback could not be found on their end when I submitted feedback in Android. So they are unable to check into the issue.

This bug was temporarily fixed between ChromeOS 58 beta and ChromeOS 59 beta but reverted back to the same behavior during a later ChromeOS 59 beta release and has not been operational since. I have tried it with each new ChromeOS version to see if the bug has been fixed.

Yes, it's been the same in every Chrome OS update.

Currently on:
62.0.3202.55 (Official Build) beta (32-bit)
Android 7.1.1
Acer R13 Chromebook

Confirmed this issue still exists in Version 63.0.3239.26 (Official Build) beta (32-bit) with Android 7.1.1 on the Acer R13 Chromebook.

Removing 'Needs-triage-Mobile as the issue is related to Chrome OS.

Yes, this problem still reproduces every time I open RadarScope in Version 66.0.3359.67 (Official Build) beta (32-bit)
