Custom properties not applied to `: visited` pseudo class.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. See here https://yuheiy.github.io/pub/use-custom-properties-with-visited-pseudo-class.html
2. Click the link

What is the expected behavior?
The color of the link should turn red.

What went wrong?
Custom properties in `a:visited` not applied.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 60.0.3112.113  Channel: n/a

Looks like css custom properties can't be overridden with other pseudo classes also. Example with :hover - https://jsfiddle.net/WiseBird/kyh5z1n4/.
Works ok in FF.
