HTML Drag and Drop API: drag feedback image generated incorrectly

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Load the attached html file (dragImageIncorrect.html)
2. Begin dragging the "basket"
3. notice the drag feedback image the browser generated

What is the expected behavior?
The drag feedback image should look just like the styled div

What went wrong?
The drag feedback image looks different from the styled div. In particular, it seens the perspective and possibly rotateX transforms are applied incorrectly to generate the image

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: 

I attached two screenshots, one showing Chrome being incorrect while Firefox (55.0.2) generates the drag image correctly.

Also related, Chrome picks up the background color of the parent div in the drag image, but Firefox does not. Firefox's drag image is a better representation. I've attached dragImageIncorrect_withBackground.html to demonstrate. In Chrome, the drag image will have red on either side, where as Firefox doesn't.
Oops, dragImageIncorrect_withBackground.html was slightly incorrect. I've attached a fixed version. My comment about the red background still stands.

Able to reproduce the issue on 61.0.3163.100 on Windows 10, Mac 10.12.6, Ubuntu 14.04. Issue is a non regression as observed from M50 builds 50.0.2624.0. 

Untriaged it so that it gets addressed.

I was able to reproduce the issue in comment 2 (red background dragging with the image) on Chrome Canary 70.0.3530.0 on MacOS.
