Steps to reproduce the problem:
1. Install android contacts app
2. Try to launch it
3. 

What is the expected behavior?
Able to find the app in launcher, launch and pin it to the shelf

What went wrong?
- App is not visible in launcher
- App is non-pinnable to the shelf

The only way to launch contacts is find it in the store via Play Store android app where is says "installed" and there is "open" button
