When site loaded from view-source, Cookies not listed in Address Bar Menu in page tab until Dev Console "document.cookies" is manually entered

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3222.1 Safari/537.36

Steps to reproduce the problem:
1. open site. wait for load, clear cookies via addr menu. 
2. view source (not dev tools)
3. reload from view-source tab
4. switch to site tab and check addr bar menu, it might say 0 or it might say more than that depending on site if it uses post-load AJAX calls. click cookies in this menu, should show that # of cookies.
5. Still on page tab, Open Dev Tools, go to console and type document.coookies and press enter.
6. Re-check addr bar menu, # of cookies has now changed to reflect the ones that loaded while refreshing from view-source.

What is the expected behavior?
regardless of tab, addr menu cookies should be updated when cookies are updated. 

What went wrong?
Cookies not refrshed for the GUI side of chrome.
