aria-valuenow should have a implicit value on some roles

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

What is the expected behavior?

What went wrong?
Basically default values for aria-valuenow were changed as below if not otherwise specified.

- scrollbar, slider
  : half way between aria-valuemin and aria-valuemax
- separator : 50
- spinbutton : 0

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 60.0.3112.101  Channel: n/a

Change default value of aria-valuenow on some roles

According from ARIA 1.1 [1],
default values for aria-valuenow were changed as below.
- scrollbar, slider
  : half way between aria-valuemin and aria-valuemax
- separator : 50
- spinbutton : 0
