Chrome UI does not show certificate details

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Visit any secure (https) web page
2. Click on padlock with "Secure" label to view details.
3. NO item to view certificate details.

What is the expected behavior?
As of Chrome 60 (stable) there is supposed to be an
item to view TLS certificate details. But on the Linux
version, its not there.

What went wrong?
Google went wrong: despite championing the cause of a more secure web, Google made it *harder* for users to verify security by dumbing-down the UI on Chrome and removing ability to view certificate details.
This was supposedly restored in Chrome v. 60, but not on the Linux (.deb package) version of Chrome 61 (stable) I downloaded.

OS Version: 16.04
Flash Version: Shockwave Flash 27.0 r0

Suggest you don't assume users are idiots.
