Add link to GoldenEye emerge package details page for BuildPackages stages

Issue description

The link can be constructed as http://cros-goldeneye/healthmonitoring/emergePackageDetails?buildId=BUILD_ID, 

where BUILD_ID is the CIDB buildId for the build. 

This will allow us to link to emerge package details page from GoldenEye build details page. Other products that consume cbuildbot outputs (Sheriff-o-matics etc.) will also be able to use the link.
