[VR] Unable to click phone icon in Chrome

Issue description

Chrome Version: 62.0.3202.30 
OS: (e.g. Win7, OSX 10.9.5, etc...): Pixel / OPM1.170920.001 

What steps will reproduce the problem?
(1) go to Chrome browser and type "aaa" 
(2) scroll down using VR remote until you see phone icon 
(3) click on the phone icon 

What is the expected result?
should bring to dial screen 

What happens instead?
nothing

I think this is currently WAI. We block out-going intents as these will open non-VR apps and kick the user out of VR.

Assigning to Gordon to figure out how we can improve the UX here (or leave as-is). Do we want to change this behaviour? Show a toast? Should we DOFF, then launch the intent, for example?

A no-op is reasonable fallback for this release. In future, we may want to develop a UX pattern for features that are unimplemented or n/a in VR.

I'd say this bug is un-blocked from the UX side, but let's add an item to the backlog for exploring UX in a future release.

Closing bug as we have no plans to do anything here currently. As we progress through our backlog we may re-evaluate this.
