Making a meta bug about cc_perftests timing out on pretty much all Android platforms.

Leaving this open to consider fixing.

We could also just consider leaving cc_perftests as manual tests and not monitoring them or running them on bots (other than making sure they build).  I think these are accumulated tests that have mostly just been used for micro optimization and as such aren't really things that make as much sense to monitor for unexpected changes as things that are more integration test oriented.
