TabModelSelector should have a concept of 'current' tab while NTP is open

Currently, when the NTP is open the TabModelSelector has no current tab (null/invalid id). This causes problems in places like the CompositorViewHolder that depends on this for tab resizing. We should decide if 'current tab' makes sense in this case or device a replacement (maybe getLastCurrentTab).
