Move SQLTableBuilder out of password_manager

SQLTableBuilder is a helper class for creating SQLite tables. It currently lives in components/password_manager/, but isn't password-related at all. It might be good to move it to some common place so it can be reused - there are other places that could benefit from it, e.g. KeywordTable in components/search_engines/.
