Chrome browser is force quit when Mut change the system language and is in multi window.

Steps to reproduce the problem:
1. Tap the Settings -> Tap the System -> Tap the Languages&input -> Tap the Languages.
2. Long tap the recent key to make the MUT is in multi window -> Launch the Chrome app in second window.
3. Change the system language.
 Check the UI.

What is the expected behavior?
Chrome browser is not force quit.

What went wrong?
Chrome browser is force quit.

Unable to reproduce the issue in Android. Did not observe any Chrome freeze of crash after changing the system language from English to Afrikaans.

Steps Followed
1. Navigated to Language & input settings in System settings>> Clicked on recent apps
2. Started Chrome in second Window
3. Changed language English to Afrikaans and did not observe any Chrome freeze of crash. 

Chrome versions tested
60.0.3112.116

OS
Android 8.0.0, 

Android Devices
 8.0.0 Pixel Build/OPR1. 170623.027.

@somcsas1: Could you please let us know if we missed any steps from our end and if possible please navigate to Chrome://crashes and add a sample Crash server I'd, that would help us in further triaging of the issue.

This issue is reproducing in pixel with Chrome 61.0.3163.98

No luck in reproducing the issue using #61.0.3163.98 on 8.0.0 Pixel Build/OPR1. 170623.027. Adding appropriate component for further triage.
