Default search provider policy is not working as expected

Issue description

Chrome Version: (#62.0.3202.29)
OS: (Windows 7, Windows 10)

What steps will reproduce the problem?
(1) Enabled default search provider policy
(2) Enabled the search provided url as  '{google:baseURL}search?q={searchTerms}&{google:RLZ}{google:originalQueryForSuggestion}{google:assistedQueryStats}{google:searchFieldtrialParameter}{google:searchClient}{google:sourceId}{google:instantExtendedEnabledParameter}ie={inputEncoding}'.

(3) Updated the policy in both server and Client using gpupdate /force
(4) In the client machine, confirmed the policy is updated in chrome://policy and chrome://settings


What is the expected result?
When i type something in the omnibox, it should provide the search results from google.com

What happens instead?
When i type something in the omnibox, it is not showing any results.

Note: Seeing the same behavior on stable #61.0.3163.100, previous Dev #63.0.3213.3 and also on earlier build M58-58.0.3029.110

The issue is that you have copied the string for the policy with its surrounding sentence decoration with the quotes and the dot in the end. Removing those should work. I tried it on a recent build and the policy works as expected.
