TImezone updates based on location of VPN server

Issue description

Chrome Version       : 61.0.3163.90
OS Version: 9765.63.0

What steps will reproduce the problem?
1. Enable "Set time zone automatically using your location" option 
2. Connect to VPN
3. Look down at time 

What is the expected result?
Gain an awareness of the time in my current location

What happens instead of that?
Gasp in shock as I seem to have lost an hour only to look around and see another clock and realise that I, in fact, did not blackout for an hour and that the timezone had changed based on the VPN server's location. 

Whilst I understand the logic of this, it doesn't seem useful at all to have your time updated to the location of the VPN server that I'm connected to.
