Saving multiple files from blob is silently prevented after `Download Multiple Files` is allowed

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. Go to https://jsfiddle.net 2. On the Site Settings, set `Automatic downloads` to `Ask` 3. Go to https://jsfiddle.net/convoi/9mm34nj3/1/ 4. Click `Allow` on `Download Multiple Files` dialog What is the expected behavior? There will be multiple file downloading dialog pop up saying `my-download-1.json`, `my-download-2.json` blablabla What went wrong? Only `my-download-1.json` download dialog is pop up, the other dialog is prevented silently The Chrome logo on the docker bar reminds there is still 3 files downloading, will remind if we close Chrome. The next time I enter the same page, only `my-download-0.json` download dialog pop up. Did this work before? N/A Chrome version: 61.0.3163.100 Channel: stable OS Version: OS X 10.12.6 Flash Version: Tested also on Chrome Canary 63.0.3222.0 without any extensions, same thing happens. Firefox works well on the demo page.

Able to reproduce this issue on Mac 10.12.6 using chrome reported version #61.0.3163.100 and latest canary #63.0.3223.0. Issue is not seen in OS-Win and OS-Linux. This is a non-regression issue as it is observed from M50 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
